Travel requirements: Willingness to travel up to 70 % of her/his monthly time to the programme areas of Afghanaid on a regular basis, some of which are in remote rural and mountain areas.
Job Purpose
The core purpose of the job is to provide leadership to the Child Rights Development Programme (CDP) of Afghanaid. He/she will be responsible for the strategy development, programme design, planning, implementation, supervision and monitoring of the programme. He/she is also responsible to build capacity development , and provide technical assistance to the field based staff and to the stakeholders of the CDP. |

| Duties | Areas of Responsibilities and Duties
1.
Strategy Development
To support in the process of programme strategy development that will include:
a.
Stakeholders analysis of actors working in child rights sector in Afghanistan
b.
Mapping of Government of Afghanistan priorities for the sector
c.
Light analysis of sector in the country: needs, issues, environment, opportunities, and constraints (this will include primarily scanning of secondary sources such as research studies done by others covering different rights of children, etc.)
d.
Co-facilitation of strategy development workshop
e.
Drafting of future strategy for Afghanaid work on Child Rights: focus, scope, scale, partnerships
2.
Programme Design
Using the approved long-term sector strategy of Afghanaid as a guiding framework, and working under the steer of Managing Director and Deputy Managing Director (Programme), lead and draft programme design process, which will include:
a.
Using a participative and consultative process, enlisting active involvement of district, provincial and head office teams, in identification of new programme opportunities
b.
Hold consultations with relevant external stakeholders at local, provincial and national level, to get their input in this process
c.
Design and lead community-based assessments to gather quantitative data and relevant analysis for programme design
d.
Based on the above, including the sector strategy, draft a generic proposal for this area of work complete with LFA, budget, and operational framework/strategy; as well as more specific proposals for different donors
e.
Explore possibilities of developing partnerships with other organisations for implementation of certain aspects of the programme (e.g. with a resource organisation to develop
capacities of staff and community groups, with research bodies to conduct research as part of the overall programme, etc.)
3.
Donor Mapping and Relationship Building
Working closely with Managing Director, the Deputy Managing Director (Programme), and Partnership Development and Advocacy Department, lead on:
a.
Light donor mapping exercise to identify potential institutional donors with interest and established track record of financing NGOs child rights focused programmes globally, and in Afghanistan more particularly
b.
List thematic and geographical areas of interest of the donors, more generally speaking, and specific in Afghanistan
c.
Develop pro-actively relationships with selected donor missions based in and out of Afghanistan, with interest to support child-rights programmes in the country
d.
Support Partnerships Development and Advocacy Department in donor reporting
4.
External Coordination and Networking
Working under the steer of Managing Director and Deputy Managing Director (Programme):
a.
Set up a database of specific national and provincial level forums such as CEPAN (for Ghor, Badakhshan, and Samangan) as well as of organisations working of child-rights issues in Afghanistan, and if possible in South Asia (particularly in India, Pakistan, and Bangladesh)
b.
Build a database of child-rights focused research, policy, and resource organisations working in Afghanistan and in the region of South Asia, with established track record of providing low cost and high quality capacity development support
c.
Build database and active relationships with relevant government authorities at central and provincial level e.g. in ministries of Education, Social Welfare, etc.
d.
Develop and maintain relationships with selected organisations working in Afghanistan and outside – e.g. NGOs, research bodies, campaigning bodies, policy advocacy forums
e.
Regularly attend and become an effective member of key external forums and networks such as CEPAN, Afghanistan Girls’ Education Initiative Working Group, etc and use these opportunities to position Afghanaid well to build its organisational profile and identity for child rights-focused work
f.
Draft Memorandum of Understanding with relevant government and non-governmental authorities should there be a need (e.g. for education work)
5.
Programme Delivery
Under the direct supervision of Deputy Managing Director (Programme):
a.
Once funds are secured hold project mobilisation workshops with all relevant stakeholders (staff, local authorities, etc.)
b.
Ensure realistic budget phasing of the project/s aligned with work plan and deliverables is done and understood by project staff in line with the donor/s approved project/s
c.
Facilitate project specific baselines and impact studies on timely fashion
d.
Prepare schedule for regular monitoring and project support visits and oversee its effective delivery, including visit reports submitted to all relevant staff and managers
e.
Develop an internal learning and reflection environment, supported by quarterly reviews of progress and approaches with all relevant staff, and with partners where applicable
f.
Propose and take course correction where required
g.
Ensure appropriate technical assistance, backstopping and advisory mechanisms are placed and working well to support teams at provincial and district level
h.
Overall supervision of programme and technical staff
i.
Prepare internal project/s progress reports for Deputy Managing Director (Programme) (monthly and quarterly basis) identifying gaps with actionable recommendations for programme teams, and regularly tracking progress through regular reporting
6.
Capacity Development – Staff, Communities and local Authorities
a.
Prepare a comprehensive capacity building plan for the Afghanaid staff and the relevant stakeholders, based on capacity gaps analysis
b.
Plan and resource appropriate capacity development initiatives for staff and community groups and local authorities, where required
c.
Where appropriate, co-facilitate and design capacity development initiatives

To perform any other duties as required by the line manager and the Managing Director

Bachelor’s Degree in relevant discipline (Education, Development, Management)
Master’s degree in relevant subject.
Excellent knowledge of child rights sector of the country, rights-based community development models, social mobilisation and empowering approaches of long-term development programming
Work experience in Child development and advocacy field.
